Description
The purpose of this classification is to coordinate administrative and field activities of the Solid Waste Program.
This position is responsible for assisting with solid waste and recycling activities in the City, including administration of the contracts with the City’s solid waste and recycling collection franchisees.
Position exercises a high degree of independent judgment in selection of work methods and procedures, subject to executive directive and review by the department director.
Work is reviewed through meetings, reports and documentation of the success of the implemented programs and the achievement of objectives.
Essential Functions Coordinates the administrative activities of the Solid Waste Program, to include serving as a liaison to the general public in explaining program operations, procedures, scheduling and guidelines and providing general assistance, handling routine problems or referring complex or difficult issues to the appropriate staff, maintaining program records and files, preparing and/or processing forms and requests.
Performs customer service functions; provides information and assistance related to department operations, services, procedures, schedules, or other issues; responds to questions/complaints, researches problems, and initiates problem resolution.
Meets with property owners to explain sold waste ordinances, violations, and penalties for not complying.
Takes pictures of violations, documents meetings with property owners, issues Municipal Offense Tickets, and gives statements in court regarding violations.
Coordinates purchasing activities for equipment, supplies, and materials used by the department; confers with vendors regarding purchasing issues; prepares bid documents and specifications.
Coordinates personnel activities within the department; assists with activities involving selection, development, promotion, and evaluation of staff members; explains policies, procedures, and personnel documents to employees; maintains employee files; maintains records of vacation and leave time.
Maintains financial and statistical records for the department; assists in compiling, computing, and preparing divisional budgets; obtains price quotes and prepares purchase requisitions; codes invoices for posting and submits for payment; maintains records for purchase requisitions, purchase orders, and deliveries received; reviews expenditure reports for accuracy and submits corrections when needed; prepares and reviews invoices and billings; prepares letters for ordinance violations; receives and processes payments for solid waste services.
Serves as a backup to the receptionist by answering telephone calls and assisting visitors; documents and responds to inquiries, complaints and work requests from the general public; provides general and specific information regarding city operations and services provided.
Interacts with employees, department directors, local and state officials, board and committee members, vendors, business people, and the general public.
Operates a two-way radio in dispatching calls to Solid Waste Personnel to communicate service complaints, problems or questions as necessary.
Maintains lists, records, databases, computer files, schedules, directories, logbooks, brochures and other documents used in the day-to-day operations of the Solid Waste Program.
May receive and process payments for garbage receptacles, issue receipts and balance a cash drawer on a daily basis.
Composes, types and edits correspondence, memos, forms, and lists using a word processing software on a personal computer.
Refers to city ordinances, policies and procedures, local and state laws, regulations, maps, technical manuals, code books, and other materials in performing assigned job duties.
Performs educational outreach by giving tours and presentations Pursues and administers grants and loans from state and other public and private sources as appropriate Performs field investigations and develops resolutions pertaining to solid waste complaints reported by the general public Evaluates field conditions and gathers field data for the analysis and approval of back door services Ability to load and deliver receptacles to and from Public Works throughout the City Performs light custodial work when necessary.
Performs other related duties as assigned.
Knowledge, Skills and Abilities: Knowledge of basic arithmetic operations.
Knowledge of computer data entry systems and word processing applications.
Skill in starting, stopping, operating and monitoring the functioning of equipment, machinery, tools, and/or materials used in performing essential functions.
Skill in communicating effectively verbally and in writing.
Ability to review, classify, categorize, prioritize, and/or analyze data.
Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.
Ability to apply principles of persuasion and/or influence over others in a supervisory capacity.
Ability to utilize a wide variety of reference, descriptive, and/or advisory date and information.
Ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; the ability to calculate decimals and percentages; the ability to utilize principles of fractions and equations; and the ability to interpret graphs.
Ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgement to adopt or modify methods and standards to meet variations in assigned objectives.
Ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
Minimum Qualifications Education and Experience: High School Diploma or GED; supplemented by a minimum of (5) years of previous experience and/or training in business management and/or business administration that includes public relations, customer service, personnel management, general office administration, and personal computer operations; or an equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this job.
Licenses or Certifications: Valid State of Alabama driver’s license.
Preferred valid State of Alabama Commercial driver’s license.
Additional Information PHYSICAL DEMANDS The work is both active and sedentary work which requires exerting up to 35 pounds of force.
Work requires ability to exert light physical effort in sedentary and active work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight.
Tasks may involve extended periods of time at a keyboard or work station, as well as, activities in all weather conditions.
Some tasks require the ability to perceive and discriminate visual cues or signals.
Some tasks require the ability to communicate orally.
WORK ENVIRONMENT Work is performed in various environments.
Some functions are regularly performed with exposure to adverse environmental conditions.
